Ali Ibrahim 

Managing Director of Emcredit; and Deputy Director General for Executive Affairs at Dubai Department of Economic Development 

Ali Ibrahim has played an instrumental role in Emcredit even prior to the launch of the company. Since 2003, he has been closely involved in the conceptualisation, research and formation of Emcredit, which emerged as the first private credit information company in the UAE in late 2006.

Presently serving as Managing Director of Emcredit, Ibrahim spearheads Emcredit’s strategy and oversees business operations and expansion plans. He is also the Deputy Director General for Executive Affairs at the Dubai Department of Economic Development (DED), a position he has held for the past 10 years.

His in-depth knowledge of trade and investor relations and his innovative ideas and strategies have enabled the DED to become the primary Dubai Government body with the mandate to organise, regulate and boost trade and industry within the Emirate of Dubai.

Ali Ibrahim has been instrumental in the formation of Dubai Strategic Plan 2015 and currently holds senior positions in some of UAE’s leading companies. He is the Vice Chairman of Amlak Finance; Chairman of Emaar Financial Services; a board member of Emaar Industries and Investments PJSC and Emirates Airlines.

In the past, Ali Ibrahim has served on the board of Dubai Financial Market, Taxi Dubai and Higher Insurance Committee.

A graduate in Business and English from the UAE University, he began his career with the UAE Central Bank in 1983, soon rising to become its Assistant Director for Research and Statistics. Since he joined the DED in 1993, Ali Ibrahim has been responsible for continuously upgrading and enhancing the policies of the Department and making them increasingly investor friendly.

Chief Financial Officer, Cecil O’Brien

Cecil O’Brien has been a key member of Emcredit since June 2006. As the Chief Financial Officer and Company Secretary, he is responsible for the financial, resource planning and corporate governance policies and processes of Emcredit.
 
A specialist in management information systems and project startups, O’Brien’s career in the Gulf spans nearly 20 years with experience ranging from financial services and general commerce in the government and infrastructure sectors.
 
Originally from London, he started out in publishing and later joined Arthur Andersen before coming to the Middle East. O’Brien is a British national and has an MBA from Herriot-Watt University, Edinburgh and is a Fellow of the Chartered Institute of Management Accountants (FCMA) and a Fellow of the Institute of Chartered Secretaries & Administrators (FCIS) in the UK.  


Chief Business Officer, Zaid Kamhawi
 
Zaid Kamhawi has been with Emcredit since inception. He is responsible for establishing the credit reporting environment in the UAE and promoting Emcredit’s information products and solutions. He oversees the task of building awareness amongst all stakeholders, policy makers and the public on the benefits of credit information sharing.
 
Kamhawi has over 10 years of experience in the financial services industry across the GCC. Prior to joining Emcredit, he was a Management Consultant for Peppers & Rogers where he specialized in credit policy development and change management.

He also worked with HSBC Bank for 5 years.
Kamhawi is a Jordanian national, and holds a Bachelors of Science (Honors) degree in Banking and International Finance from City University, UK.
 
 
Chief Information Officer, Emad Khatib
 
Emad Khatib works on aligning overall IT corporate strategy and establishing the IT department to advance the company in developing a consumer and commercial financial information system. Khatib provides technology vision and leadership in the development and implementation of information technology programs and services.
 
He has over 23 years of US and international experience in the information technology, management consulting and engineering. He has extensive experience in system implementations, solution architecture and management.
 
Mr. Khatib is a US citizen and has a Bachelor’s degree in Engineering from the University of Wisconsin and a Master’s degree in Systems Analysis and Management from George Washington University. He is a certified Project Management Professional (PMP) and a Professional Engineer (PE).
